- Lt Commander (O4) and above (805) with Department Head tour completed, Lieutenants admitted by exception
- Civilians GS-12 and above (807), or middle-level management experience
- Undergraduate degree from an accredited four-year college or university
- APC of 245 (GPA > 2.6)
English Proficiency: IELTS 6.5 or equivalent.
